Madam Edwina Zackpah said the National fiber backbone infrastructure is essential to increase the
penetration of broadband connectivity and drive the digital economy thru e-government, e-commerce,
e-banking, e-agriculture and other services
The LTA Acting Chairperson also said the backbone is also important in connecting Liberia to neighboring
countries to provide redundancy in the event of a failure with the ACE cable.
She explained that the LTA backbone plan aligns this critical infrastructure with the Universal Access
program to include the rural population in the benefits of a digitized economy.
Speaking at a presentation made to the Technical Economic Management Team recently at the
Ministerial Complex, She said authenticated identification is a fundamental requirement for e-
commerce, e-banking and other digital transactions.
At the same time, the LTA is closely collaborating with the National Identification Registry to link
telephone SIM card registration with the biometric national ID database for fraud prevention, consumer
protection, and national security.
The LTA’s newly revised SIM Card Regulations ensures that everyone registering a SIM card must also
possess a national ID card to ensure secure communications and drive the uptake of national IDs.
