The Liberia Telecommunications Authority (LTA) publishes this Notice pursuant to its Guidelines for Consultation Process and more specifically in terms of Part VIII Section 33 of the Telecommunications Act, 2007, which authorizes the LTA, in relation to interconnection of telecommunications networks, to, among other functions, “promote adequate, efficient and cost-oriented interconnection of telecommunications networks and access by service providers to telecommunications facilities of other service providers in order to permit interoperability of telecommunications services that originate or terminate in Liberia and to promote the development of competitive telecommunications service markets;”
In pursuit of its functions and duties, the LTA in 2016 commissioned a review and revision of the LTA’s Mobile Termination Rate Model (2009) and now gives notice of its intent to release, for public consultation, the results of the Revised Mobile Termination Rate Model. These results are contained in the following document:
The Cost Model Consultation Document provides details of the methodology, approach and assumptions used to revise the LTA’s bottom-up long run incremental cost model for establishing cost-based prices for interconnection between telecommunications operators in Liberia. The document further discusses the design of the model and recommends an interconnection tariff to be applicable for the period 2016 to 2020.
The above document will be published on the LTA website (www.lta.gov.lr) under Publications and Documents and on the Emansion.gov.lr website. The LTA encourages the public to express their views on the important matters raised in the Consultation Document and invites all interested parties to return their written comments and other inputs to LTA by Friday, July 8, 2016 as stipulated below:
